Distinguish between ‘coming together’ federations and ‘holding together’ federations. Give one example of each. (3 marks)
Answer: In a coming together federation, independent states join together to form a larger union while usually retaining equal powers, as in the United States or Switzerland. In a holding together federation, a large country divides power between the central government and constituent states to maintain unity, as in India or Spain. In the latter type, the central government may be relatively stronger than the states.
Solution
Coming together federations are formed by previously independent units that voluntarily unite. Holding together federations divide power within an already existing large country, often with a stronger central government.
